21st century governing is hard.
There’s no question elected officials are struggling to fully understand what their constituents care about. In today's digital world where information flows 24/7 from multiple sources and distribution formats, it’s not surprising to see political issues taking on increasing complexity. We shouldn't be shocked to hear as many as 83% of Americans do not believe elected officials care about what people like them think. So, what do we do about it?
GovTech, the technology sector focused on public sector solutions, has seen remarkable growth in recent years. In the face of increasing demand for digital transformation, governments at all levels are seeking better tools to enhance their services and strengthen their connection with the public.
We believe the need for effective, transparent, and responsive governance has never been more crucial. By focusing on this niche within the GovTech sector, we’re building a solution that’s deeply rooted in the specific challenges and requirements of elected officials.

Parthenon Labs was born from a simple idea: to make it easier for elected officials to build, manage, and nurture their relationships with constituents. The Parthenon Gov platform, tailored specifically for the public sector, empowers officials to better understand and respond to their community’s needs. By simplifying communication, tracking key interactions, and summarizing constituent sentiment, Parthenon Gov enables representatives to focus on what really matters—serving their community effectively and transparently.
Unlike traditional CRMs built for sales and customer service teams, our AI-enabled, mobile-first platform is built for the on-the-go, part-time legislator—meeting elected officials where they are today in their technology transformations.
Our name, Parthenon Labs, is inspired by the ancient Greek Parthenon, a symbol of enduring democracy, public service, and civic pride. Built as a place where the community came together, the Parthenon stands as a powerful representation of openness and unity—values we aim to bring into the digital age. Just as the Parthenon served as a space for civic gathering and dialogue, our platform creates a modern venue for elected officials to connect meaningfully with their communities, building trust and fostering transparency.

Co-founders Nick Consler (left) and Josh Billigmeier (right) spent the majority of their careers building technology solutions for the public sector at the federal, state, and local level. The AI revolution inspired them to take a fresh approach to improving the democratic dialogue between elected officials and the constituents they represent.
Working together the last eight years, Nick and Josh helped elected officials with transformative projects, including designing a platform for then-House Majority Whip Jim Clyburn (SC-06) to receive real-time feedback from Members of Congress on legislative priorities for a given week and reporting out to House leadership. In 2019, Josh had the opportunity to testify before the Select Committee on the Modernization of Congress on ways to improve technology in constituent communication.
